While its nice to have policies in the same place as the indexes, policies can be developed independent of the module they're in. In otherwords, I as a user of Galaxy may want to write my own Mule policies. I shouldn't have to modify the galaxy-plugins.xml that we distribute to be able to add my policies.

Ultimately, I decided that a separate galxay-policies file was overkill. I reorganized the galaxy-plugins.xml file so that policy definitions were no longer tied to a specific artifact type.
