Just to clarify what I think should happen - if you delete a lifecycle, it should present a follow up screen which asks you what lifecycle you would like to make the fallback lifecycle. Once you select one, it then tells the RegistryService what lifecycle should be deleted and what the fallback lifecycle should be. Right now it just uses the default lifecycle as the fallback.

Going to keep open though as I still want to support the ability to specify a non-default fallback lifecycle.
