Add Xalan 2.7.1 as endorsed dependency

Description

While making some more experiments with XSLT I realized that JDK 1.4 users currently still get the very outdated & buggy built-in XSLT/XPath support; since the latest Xalan fixes several years worth of bugs it is a good idea to bundle it as well.
