I verified that the correct version of the archetype is present in my M2 repo:

travis@micah:~/.m2/repository/org/mule/tools/mule-catalog-archetype/3.1.0$ ls
mule-catalog-archetype-3.1.0.jar mule-catalog-archetype-3.1.0.pom

Most probably you followed the docs which where wrong before. I updated http://www.mulesoft.org/documentation/display/MULE3USER/Catalog+Archetype please review.
