Runner is considering mule-plugin test dependencies as compile ones

In MULE-13031 some tests using the validations plugin were moved into the connector. As a result a test scope dependency was added for that mule-plugin. Problem is suddenly all components with an HTTP dependency started bringing up validations as well. It seems the test scope makes no difference and the dependency is considered a compile one, as with sockets.
